    By the looks of it you have PMs disabled. To enable them go to User CP -> Edit options.

    You should be able to enable them from there

    There is a Enable Private messaging and Enable Visitor messages option there. See if that is ticked.

    Did you actually go into edit options? In there is the options for messaging make sure the private messaging box is ticked.
