Well if I created an account under Lukic's name it wouldn't let me deposit money from my account into it, and if I created an account under my name and just gave him the password he wouldn't be able to withdraw into his own account.
You can deposit, you just cant withdraw until you prove your 18. Most betting agencies just give you 20% of your first deposit as a free bet or something similar ftr.

lol. You remind me of myself 3 or so years ago, except with much rounder eyes. Just keep tracking things and by the time you're finally 18 (me last week), you'll be making money off the TAB like it's nothing. No point betting now and withdrawing in 3 years.
