Not really, penalties are something players/teams can control... if anything I'd liken them to wides and no-balls. You'd still need more than 400 tbh. You're not going to bowl your opposition out twice for less than that total. Well if you're going to trust him in games where you can lose 8 sessions, why not trust him in those where you've effectively lost 3?

No, what I'm saying is what is the advantage of declaring with 400? All it means is you're going to have to make runs in your second innings that you could make in the first with batsmen who are already set. Come up with an example where it's a benefit to score 400/5 and then 200 in the fourth innings than scoring 600 in the first?

I'd be looking to declare when I hit 400 tbh. I'd be looking at the time/overs and then declaring or smashing runs at 6 an over. But yeah, that's off topic.
